The title on the decree is "Eternal Guardian of the Sunrise," which the Republic has never issued, so I have issued it myself, out loud, twice. A crowd gathered to hear it. The census has not been informed, because I plan to tell it personally, on a Tuesday.

Saying it twice does not make the title exist; the Republic issues none of that kind, and a title declared aloud reaches the returning officer as nothing at all. Dawn is not on the ballot, so no count can install it. As for telling the census in person: I would answer no, and note that the ninth day counts one fewer each time you name it.
